    During a workshop in Asharqia Chamber, «Ministry Finance» reviews the new draft system of competition and government procurement

    * The new system gives the local content and small and medium enterprises a mandatory percentage of the total value of the contract

    * The portal will be presented at all stages of business insurance and government procurement

     

     

    On Thursday, October 18, 2018, the Ministry of Finance reviewed the main features of the new draft competition and procurement system, in a workshop at the headquarter of the Chamber in Dammam. The workshop was organized by Asharqia Chamber, represented by the Contracting Committee within its plan for 2018, with the presence of a large number of businessmen and interested individuals and officials in construction companies in the Eastern region.

     

    Economical Development

    During the workshop, the Legal Advisor and Head of the Competitions and Procurement Team at the Ministry of Finance, Dr. Salim bin Saleh Al Mutawa, said that the aim of the new government competition and procurement system is to develop government procurement by regulating government procurement procedures and processes, and the positive impact of the organization that promotes sustainable economic development in the country and benefits all relevant parties such as protection of public funds, the prevention of the influence of personal interests and the use of influence, the efficiency of expenditure and the establishment of the principle of transparency, as well as fair treatment of competitors in the interests of equality and equal opportunities.

     

    Price Justice

    Al-Mutawa emphasized that the basic principles of the new system of competition and government procurement achieve the fairness of prices and ensure the work and procurement within the limits of the actual requirement and gives preference to local content and medium and small enterprises as well as listed companies in the financial market. It achieved so through providing local content and SMEs with a mandatory percentage of the total value of the contract, as well as establishing the principles of equality, transparency, equal opportunities and publicity at all stages of business and procurement insurance.

    He pointed out that the system will be applied to all government agencies.

    He pointed out that the new system requires the Ministry of Finance to achieve the principle of transparency and governance, the preparation of the rules of conflict of interest and the behavior and ethics of those who implement.

     

     

    Business Insurance

    Al-Mutawa pointed out that the portal will be presented at all stages of the business insurance and government procurement, and that the announcements of the competition will be through it. The declaration of the portal will be in calculating through it as well, which varies from fifteen days to sixty days depending on the value of the work.

    Al Mutawa pointed to the availability of two types of qualification in the new system. The first is referred to as pre-qualification, through which the technical, administrative and financial ability of the contractor to carry out the work and procurement will be observed.

    While the second is the subsequent rehabilitation in the examination and certification.

    Its objective is to ensure that the successful technical, administrative and financial contractor is able to carry out the work and procurement.

     

    Non-profit Entities

    Al-Mutawa pointed out that in cases where it is not possible to describe and specify technical specifications accurately, the system permits reference to specific trademarks or names, which is subject to the prior approval of the unit. The terms and conditions shall include the words (and their equivalent).

    Al-Mutawa said that the new system grants government entities the possibility of contracting with non-profit entities through limited competition, if more than one entity offers the required business and procurement, as well as the possibility of contracting direct insurance with the non-profit entity, if no other offers the required work and procurement.

     

    Development and Improvement

    For his part, a member of the Board of Directors of Asharqia Chamber, Hamad bin Hamoud al-Hammad, said that the draft amendments to the system of competition and government procurement is a real translation of what the state is going towards the establishment of concepts of development, which meet the needs of all parties from the public and private sectors.

    And in turn promotes economic development in its entirety and supports the local component, especially small and medium enterprises, by encouraging them to participate in government competitions,

    He pointed out that the organization of procedures related to procurement and government contracts and the provision of fair treatment to competitors is to achieve the principle of equal opportunities and ensure transparency.

    It achieved the best value for public money and the impact of personal interests in government competitions and others, many of the benefits of value added in our national economy.​
